We can computer HP based on volumetric efficiency, RPM, atmospheric pressure, displacement, and compression ration.

So using 14.5 for AP, 2.7liters = 165 CID, 13.5:1 compression ratio, a good VE of 1.05, and a redline (max power) at 5000rpm, you get...drumroll please:
214rwhp!!!
Now, double the displacement (i.e. assume it's a V8) and you get twice the power = 428rwhp.
EDIT: Or you can do what the Hondas do, and double the RPM. You can't change the AP, you can only marginally improve the VE, and we determined that without boost probably the highest CRis 13.5-14:1...
It just CAN NOT be done with such little displacement in the manner you want to do it...
