The answer has been given to your main question, the stock KA24DE will run all day at 350whp. Assuming you have enough fuel and timing control

So a perfect condition, completely stock, S13 KA24DE can handle 350whp?

Ive heard conflicting stories on the strength of stock S13 pistons. As in they cant handle much more than 8lbs.

You can't think interms of boost. A TO4 at 8 lbs of boost is alot more efficient then a T28 at 8 lbs of boost. Therefore pushing a nice cold charge of air. You have to think in terms of WHP, which with good tuning is actually 400 or so. So 350 is perfectly safe if your tuning is safe and the motor is in good working condition.
