Some have rev limiters, some dont, some have them in certain gears.
My particular car goes like this. No rev limiter, it will rev until destruction basically, it has hit 9k in neutral. But in 4th and 5th gears it hits a limiter around 5500 RPM's IIRC. I havent hit those speeds in years. Basically it stopped running past 125ish mph.
My current engine has pegged off of the knob to change the time in the RPM gauge, approx 10,000 rpm's, probably less, (last time I ever let a girl drive my car). But I had RAS, and have since opened my engine for a headgasket and found no damage (lucky).
Its impossible to tell for sure how many times you can hit or go above redline and hope the engine makes it bacause all engines are in different conditions. You should be safe if you shift at or before 7500. Though the higher you rev, the more the strain on the engine is exponentially increased.
As for SOHC cluster usage, you can use one if you swap in a DOHC tach out of either a CA, SR or KA24DE gauge cluster.
