i have it adjusted to where the wastegate door is all the way shut and i only make around 6 psi and i pretty sure i have no leaks in the intercooler pipingand it seems to not want to spool will about 4 grand and then shoots off like a rocket,is this normal?

if you want more boost, you will need to adjust it tighter, I have mine adjusted to 11 PSI and I have to pull super hard to get it on to the wastegate arm, if you cant get it on with just your hands, you can use an air nozzle attached to the wastegate line to force it to open, then slip it on.

Before I even installed my HKS I gave the piece that attaches to the flapper a few turns inward. I'm boosting around 10-11psi on mine... You do know that it only needs to see a boost source for it to work correctly right? It doesn't need a vac/boost source like a boost gauge or FPR.

i have it tee'd from my BOV line and it seems to work fine

Wastegate actuators are not meant to see vacuum, boost only.
