Doesn't seem like too much of a bad deal if the car has a clear title, and if the body, engine, and interior are in good shape and so forth, but I would try haggling with the salespeople a bit if I were you. But if you know that you're gonna swap the interior from now, then just try to find something a little cheaper, not a complete beater though.
as for you goal of a 12.5sec run,
1. There's a big red button at the top right of the screen that says "SEARCH", you will definetly want to use this before asking anything on this board. you also want to check out the FAQ page
2. Start learning as much as you can about cars, start with the basics. Do you know how a car works? (I'm not trying to insult your intelligence, but if you want to make 12 sec runs you should definetly know what gets your car to do that). Hey, you might not know anything about cars, but at least you admitted it, unlike many other anonymous ricers I know.
3. You will definetly need forced induction to get to 12sec. with a usdm 240sx (united states domestic market, as opposed to the JDM or japanese domestic market versions of our cars, the Silvia s13, s14,s15, and 180sx, which already come with the turbocharged sr20det motor). skip the nos though. The 2 main routes taken to with 240's are usually getting the aforementioned sr20det engine swap, or turbocharging the ka24de engine that comes in the car you were planning to buy. Each setup has its pro's and con's, use the search button.
4. Just some personal advice, don't get too hung on people who talk smack about cars. you shouldn't be building this car for the sole purpose of beating suckas down, you should be doing this for the pure enjoyment of it. People who talk smack are usually very petty and narrow-minded. 240's are incredibly sweet and awesome cars to own, but they're not supra's or rx-7's. There's always gonna be someone out there who can smoke you. If you want a car that looks sweet, handles well, has great power-making potential, and is just an all around fun car, then a 240sx is a great choice. But if your looking for something that can "smoke em all the way so they feel worthless", you might wanna rethink your goals. It all depends on how much money your willing to put into your car.
Best of luck!
