You get a new actuator or a boost controller.
HKS makes an adjustable actuator that replaces the stock one. The armature on it can be lengthened and shortened to put preload on the actuator, forcing it to require more boost to open. Most of our sponsors carry them.
Other boost controllers work by altering the pressure being sent to the stock actuator, causing it to open later than it normally would.
Just out of curiosity, why did you think that a new intake manifold would increase your boost? That's a VERY odd corrolation to put together
