Yes, they have a bulb in it but I don't know which one of them are suppose to blink and which one is suppose to stay continually on. So I put the amber portion always on and the clear portion to blink. I had to solder some new connections that I took off the sidemarkers on our car.

Sorry I forgot to answer your qeustion, the wheels are Dori Dori, made by SSR with cooperation from the drift king himself, this is from what I've heard. Dori Doris are mostly seen on the old school corollas. I have a full set but upgraded to Q45 brakes and couldn't fit them since dori doris have rivets on the back of the wheels.
