in Islam you technically can not do arranged marriages. the woman has the right to say no to any man. when my sister was at the mosque getting Islamicly married, the shiekh repeatedly asked her if she wanted to marry him, if she was being forced to say yes, that she did not have to if she did not want to. so TECHNICALLY arranged marriages go against Islam BUT the parents could pressure the girl into saying yes and with lots of pressure, most people will just give in. arranged marriage is a cultural thing thats been around before Islam and many cultures have just continued the tradition. The proper way is that the man comes to engage the girl and if her parents and her agree, then they can get married..... The same goes for a man. they TECHNICALLY can not do an arrange marriage or force him to marry anyone he does not want to. but often times parents will give a lot of pressure and the man or woman give in...
with my fiance, our families are very close and we've known each other for a long time and go to school together. at school we talk and visit and everything. so I went to engage her with my family and her family and her approved of me.
