If you have a laptop and obtain the the correct cable and software (discussed in posts here) you may be able to diagnose the cause. I doubt there are any Consults in Russia, but who knows?

There is probably a mile of deferred maintenance you need to perform, so check on Fed-Ex locations, read the posts here on under plenum job and hoses, and get ready to send some major Rubles to Joe.
