Sure they can, and it's not the first time they've done it either. Normally they'll just tow your car/give you a citation if you get stuck during a state of emergency and impede clean up/prep operations. Thats all it seems like. In flat areas anyways. I think the fact that its windy made some areas have "more snow" the road I live on was cleaned good but other backroads were still covered and still are.
