It's a small sensor installed at the air inlet, below the front bumper. It's function is to measure ambient temperature so that, below a certain degree, it turns off the idle control.

This is because at low outside temperatures the refrigerant is more fluid, so the compressor needs less effort to work it, no need to accelerate the engine. That's what the manual explains.
