Is the oil pump/distributor drive gear on the crank on the ka24e supposed to be flush with the lower timing gear if so then what drives the oil throw ring?

Yes it should be flush. Everything will be positioned when you torque the crank pulley down anyhow. Just make sure the oil thrower lines up with the crank keyway.

Ok the only problem with that is when everything is flush there is no keyway to hold the oil thrower it just spins how it wants too

K see i remembered about a half inch space between the drive gear and the timing gear that allowed the oil slinger to be on a key way so thats the way i set it and timed it to that until it slid forward while i was driving and i could never set the timing right again so i had to tare the motor back down again

Did you set the engine to TDC and mark your distributor? Did you line up the colored chain links to the marks on the sprockets?
