I'll throw in Coaltar of the Deepers, been listening to them more often lately. They're rather amazing in how they mix shoe-gaze/electronica/metal elements in their various albums:

Also, I'm surprised you haven't heard of Nujabes, he got his notoriety in the U.S. after the anime Samurai Champloo aired on Adult Swim yeaaars ago.

I like Dir En Grey's older stuff.
Pierrot is decent too. I think they broke up a while ago though. http://www.youtube.com/watch?v=1gtA0L4spSU

I like their stuff. They mix sappy power ballads with all out speed metal assaults.

Thanks for all the input guys (and girl) and keep it coming. Didn't realize that there were so many J-Rock heads on this board. I am surprised that there aren't may of you posting up J-Pop or J-Techno seeing how that's the stuff predominantly featured in most anime's. The J-Rap stuff is really hit or miss, out of a ton of the hip hop artists over there only a small handful of them are really good, most of it has the potential and solid beats and rhythems but the lyrics but the lyrics leave you wanting, kinda like going into an awesome sushi house and realizing that while the decor is awesome the sushi is just meh at best.
