Ok mounting a hitch seems to be a snap. Hows about the wiring?

Our Rogue has some sort of factory trailering prep package. The only thing that seems to remotely resemble this is a coiled and plugged in wire between the rubber rear bumper and the last metal vertical bulkhead almost underneath the rear deck locking hasp.. Is this the plug I need?

If this is the right thing, how oh how does one get into that space to release this cord? Do these hitches come with a pigtail to connect from the pre-wiring to the trailer?
