That's a good point, and I agree with it. What I originally meant was different than it came off as however. I'm not so much talking about the career criminals and general "very-bad-people", but more the "law-abiding for the most part but generally stupid people" who decide to have a "hero" moment. The more I think of it, though, I would imagine that the intelligent armed citizen would outnumber the crazies. You missed the point...that being, just because a state doesn't require a CCW permit doesn't mean that you still shouldn't get one. If I lived in either state I'd still make sure to get a CCW permit though for use in states with reciprocity.
