do your benchracing math first
get your torque numbers for both enginesand remember that the neon is in the neighborhood of 700-800 lbs heavier
with modest lightening, a 2700ish s13 can get down a hundred or so lbs (silvia front, sound deadening remove/replace, bumper supports, ribbing from hood/trunk) without looking any differnt, or giving up creature comforts (minus AC for even more)
if you really want to spank cars with a modest engine, considering equalish drivers, start with a lighter car (510, e86, miata, Wseries... maybe even s12)
persoanlly, i move a far into 'fast car' status, once its reached a 1ft-lb/10lb or better ratio (so you would need ~270 ft-lbs for most of your powerband in an s13) and has tires to get the traction
but then again, i need an abacus when i play blackjack, so dont listen to me
