There is plenty of money. The problem is the inefficiencies in the bureaucratic system that we currently have throughout the entire country! The leeches only do obvious things like these to keep people like you voting for tax and/or spending hikes. You see broken roads & of course you approve more spending, when in reality the problem is the money getting siphoned off much higher in the chain. While your city cut road improvements, it probably gave raises or kickbacks to it's elected leeches.
