It doesn't seem that there's any argument about advancing the timing for more power. Instead you are arguing about what the Consult is actually advancing. I don't have any first-hand experience with the Consult 3 so I can't definitively say what capabilities it has or doesn't have. Judging from the post by strangebh73 you can adjust the 'overall' timing; but if what you are saying is correct then his dealership just pulled a fast one on him.
At this point though, the original point of the topic has been fulfilled which was to provide info about what advancing the timing is. To prevent any further confusion I'm going to discontinue talking about how to get it achieved unless it is verifiable.
