My 240sx seems a little boggy at lower rpms is this normal? Also ever since I jacked my car up and put drag tires on it has been pulling to the left, is this because of the tires or did it bend something setting on the jack

Everytime I get new tires or new wheels, I always get them balanced, and aligned. Wheels are a science. My $.02 - As far as the bogging, that is not my area, I'll let someone else help you out.

If you made a serious jump in size, it will effect gear ratio, making your car feel slower.
