Meh, compression numbers indicate a worn motor. It doesn't mean you can't boost said worn motor. I wouldn't crank the wick up too high, but 6 psi is perfectly reasonable. That cylinder won't be as efficient as the other 3, no big deal.
You might have a blow-by issue though, so you'll have to make sure you have the crankcase vented properly so as not to pressurize it under a load.
I wouldn't bother rebuilding it unless you're plans involve tons of boost etc.
