2013 rogue no Brake lights

Help, my wife's 2013 rogue has no bottom brakes only the top bar brake works.
I have checked all fuses, installed new bulbs, checked for frayed wires , water etc...
Thought maybe the switch under the brake pedal but then the top brake light would not come on
Any thoughts, or answers

I saw that post,but i look like a older model Z .I will try and swap out relay switches.

I don't think you can access the relay on the rogue. Its part of the IPDM E/R (but I could be wrong) (PG-99 of FSM).
Did you check both fuses? One near the driver side door (EXL-32, #11), and should be label stop lamp? The other one is located at the IPDM for the tail lamp/parking light (EXL-32, #45/46). (All references using 2013 Nissan Rogue FSM)
