1990 Q45 cannot get past 3,000 RPM please help....

The fuel pressure did not drop 10 psi.
It ropped TO 10 psi from 34-40
This was a huge drop and the tank was full of rust. Since AAMCO did the diagnostic , they are responsible if the new pump does not fix the problem. They gave me in writing a quote.
