He wanted to "only" use it as a race car and they told him it would still have to be converted before he would be able to pick it up. However conversions can be expensive and you would have to find out what needs to be done. It has been done and can be done cheaper if you already have the stuff there to exchange.
As for the price of the cars, you can find one in good shape for about 3000 bucks. unfortunately the euro to usd is not very good right now so the car will cost more. I got lucky and picked up my last one for about 1700 bucks. I just posted mine for sale for 2000 bucks over here.
