My '90 NA was turning on no problem while I was off at college and now that I'm home, absolutely nothing

the dash lights aren't coming on, but the headlights, high beams (the high beam light in the dash is the only thing that comes on), fog lights, taillights, and interior lights are all working
when the key is turned it doesn't even attempt to crank, absolutely nothing happens

any help would be appreciated, thanks!

Try checking fuses inside the car by the false pedal and in the engine bay. What kind of shape is the battery in? Try and get a voltage reading if you can.

the fuses look fine to me, but i don't currently have access to a test light or multimeter so i can't get the actual voltage readings. the battery is brand new so i don't think that is the problem. i thought that it might be the main fusible link, but when i pulled that out, it looked/felt alright and my taillights and brake lights only work when the fusible link is in, any other ideas?

Have your battery tested/re-charged. If it has been sitting for quite a while, it's probably low.
