First off, I can't make any sense of your 1st question. You are going to (require a job soon)? You want to remove the rust from your car, that is probably a wise move. Also what is bando, do you mean bondo? Pics would be helpful as to what you are trying to repair. Also for your second question.... your KA24 does not require sleeves, it's already an iron block.

Do you plan on doing the body work yourself? Where are the rust spots (pics really help for questions like this). If you are doing the work yourself it shouldn't cost more than $50 for bondo and some sandpaper. If the rust spots are really big you may want to get a welder and learn how to use it.

If the engine runs fine I would focus on doing body work and upgrading the suspension/brakes first. No sense in going really fast if you can't slow down and turn when you need to. Good luck.

if your rust isent on the frame or in a critical area..if its just a panel..you might be able to do it your self and save thousands of bucks..rust repairs are costly if done by a reputable shop..if there is rust on the frame..or in a critical load area..then i sugest a good shop for a repair job...if thats to expencive..then its time to find another DD man..if you have a rusted frame and you get into a serious accident..or other driving problem..it may couse a failure of the vehicle under load...you get the idea...think of what your ride needs..and get a good autobody guys opinion...good luck
