I noticed the '99 to '01 have a black surround on the head lights, are these interchangeable with the earlier Y33's?

The 99-01 headlights are HID 97-98 are not.

To make them work you would have to acquire all wiring, leveling switches, ballast, and housings...

They are not cheap either
