get the widest and lowest offset they make, and then you can always throw spacers on if worst comes to worse

or you could get a different wheel with correct offset if you didnt wanna do that?

I'm not gonna spoon feed you this chit. I already gave you a link with every possible bit of info you might want to know on this setup. What else can you want? I you don't understand the basic concepts surrounding wheel offsets, then you shouldn't be buying wheels.

Read up on it (offsets) and maybe then you'll see why it's better not to buy a wheel like 962's which are dependant on spacers to fit right.

Edit: Nevermind. I remember when I was a noob and wish ppl would just speak plainly. Ok if you're set on 962's, do this:

17x9+35 with a 15mm spacer. 225/40/17 tires18x9.5+35 with a 15mm spacer. 235/35/18 tires

This will effectively make your setup 17x9+20 and 18x9.5+20. That's pretty conservative so you should be able to avoid any fender work with this.

If he can barley afford wheels, I don't think he can afford tires in that size...

I dont know if thats such a good idea.

Definitely get a low offset wheel from the start.
