Power output is about the same as an NSport Kit. Uses a similar fuel system, and turbo. Same manifold. The piping on the XS does double back. The biggest con about the XS kit was the divorced wastegate dumppipe. It's loud and sounds like crap under boost. It was a fairly easy fix to have the air routed back into the downpipe, but my downpipe is one of their early prototypes and replaces the stock cat. The current version keeps the stock cat from the looks of the downpipe.
If I were to buy a kit based on currently available kits, I'd go with the N-Sport. Big I/C and the piping is more direct. The downside is it uses a bosch BOV(DV) but there are plenty that you can replace it with, with little or no modification. All the kits use Deltagate wastegates AFAIK. Should work fine initially, but I'd keep an eye on it. Tends to start allowing boost spikes. TiAL makes a direct replacement for it that is much more reliable. F-Max(now Turbonetics) makes a good kit but they use a T3/T4 turbo. I prefer larger turbos. But they have been known to make 350 HP.
550 cc injectors are overkill if you are only looking for 250 HP. If you plan to boost more later though, doing it now would save you the hassle of buying another set later and having to tune your car with them. You will need a way to control the injectors though. What will you need a new regulator for? The stock one will work fine.
