Depends on how you look at it. While I am certain MS didn't have any expectation that so many problems would exist, nor would they intentionally build a system that fails so much, the cost per console to effect this warranty going forward is less than $100. Certainly, they've spent tons for the warranty dating back to launch, but it's certainly not a terrible per console number if you put it into some level of context.
Money would have probably been better spent in preventing the problems in the first place, but it's a lesson learned. I'm sure MS is making updates to the design to minimize future console failures and have hopefully worked out a solution for current consoles that are returned to them.
It would however, be a bigger mistake to not address the problems. While I haven't had any failures that prevented me from playing I certainly feel better given I have 3 360's.
I will say MS acted quite slowly to this, but owned up to it beautifully. Particularly for those that have been affected by a major failure and were out of the 1 year warranty period...
