Please don't buy a used turbo! Just spend the $500 bucks for a brand new T28 and go from there. They're not ballbearing, but they are T28s and they are brand new with warranty. Do you even know if the shop looked the turbo over before installing it? Last I remember, that turbo functioned less the noise you speak of and the smoke, but nonetheless, take my advice and get a new unit.

The difference between ball bearing and non ballbearing is very MINIMAL on small turbo's.....

You're going to see a 50-100 rpm increase in spool up time on something as small as this....

If you were buying something the size of a 30r, I would say go ball bearing..... but since its so small - don't be so stubborn and demand ball bearing, standard journal bearings spool FINE. My td04 turbo on my wrx is standard thrust, and I spool 18psi by 2300-2500 rpm's.

Like I told you before, I can help you get a new turbo as it was always your best option. Give me a call tomorrow and we can discuss this further. If you buy one, it will be shipped directly from my turbo man with a warranty and the fact that it is brand new.
