mitigation has more to do with survivability than health. So long as your parry and armour rating are in good shape, you should be fine with a slightly sub-bar health pool. It means a lot more to me that a tank knows the fights than is totally geared up. If we had a tank who knew Saurfang and was slightly undergeared, I'd take him in a heartbeat than one that was well geared and didn't know the tank mechanics of that fight.
I've tanked lower spire with around 37k unbuffed health and done fine. Plaguewerks and up, I felt I would be pushing our healing on 10 man, but my armour rating is low and most gear in the ToC-ICC level leaned towards dodge rating (hence the dodge debuff), so my dodge rating is pretty poor (around 3-5%). Thankfully my block and parry is still in the mid to high 20s.
Looking at your armory page, you look pretty good off. However, I would consider getting some tanking trinkets and upgrading the cloak to a frost badge cloak. After that, it's a matter of replacing the lvl 200 items you have with some more up to date items. Thankfully, a lot of lower spire bosses drop 251 tanking items. They're usually not as good as your set pieces, but they'll help your survivability while you get badges to buy your set items.
