i got 1994 240sx conversion skyline motor gtst, single turbo. if i put the smog pump and all the smogs equiment, would it fit and passed the smog check in socal?

If it was me personally, I'd lower the boost by wiring the waste gate wide open. Once that is done, I'll slightly lean out the air fuel mixture. (safc maybe but any fuel management should work). You'll probably want to install the stock cat if you have a high flow one installed. It should pass. I know it worked like a charm when we still had emissions. Not sure exactly how insane Cali emissions are.

Wont pass in cali period. Any japanese engine wont pass visual, and even if it passes the actual sniffer/smog test, it wont pass the visual.

He speaketh the truth...

So unless you have connections that will pass you on visual (for the life of the car), you'll never even get to the point of testing tailpipe emmisions.
