I can only think of a handful of words more racially charged than "tar baby." Why anyone would let that slip in a public forum is beyond me. It's one of those political bells you can't unring.

Tar baby must have a different connotation than what I'm used to. To me it isnt racially charged at all, rather, it is an insensitive way to refer to the fetus of a woman who decides to continue chain smoking while pregnant. Obviously thats not how it was used here.
