wont start ecu prob???

ok, my '97 240 wont start my ecu is making some weird noise. Kinda like a hum/buzz only when i turn the key. I've checked all relays and fuses nothin working. what do I do? It broke down while leaving a stop light a poof of smoke and that was it. I did connect my vcv valve earler in the day because it was dissconnected. The car has also been smoking after every stop. so I thought because the vcv was disco. that was the prob. so do I need a new ecu? or what? someone please help!
