Ok, so the problem is a bit strange, but the diagnosis for a new engine is a little severe (sounds like a shop owner/dealer... ).
Maybe a little more info on the actual problem would be good.
Is this a carburated engine? Assuming your dropping fuel into the top of the carb? Pumping the accelerator before start-up (of course only with a carburated engine) does not help?
Also, when you "shut it off" does it keep running smoothly (ignition still 'on') or is it sputtering but just not dying (run-on/dieseling)?
Has it gradually got to this point, or is it sudden? Any other issues?
Assuming it is a carburated engine, it sounds like the carb could use a good cleaning/servicing. Pumping the accelerator before starting injects fuel from the float bowls into the carb body and into the intake manifold - similar to what you are doing manually. Sounds like the jets are not working. Could be dirty...
Just some thoughts to start the diagnosis, but certainly don't run out and replace the engine quite yet.
