Wondering how the ECU works with the green light and red light

Information on the naturally-aspirated KA24E and KA24DE engines.

Is the green light and the red light on the ECU suppose to be constantly on at the same time when the car is on accessorie power? Just wondering, Same dude. that has the same problem with the no spark. Also how could you tell if you have a bad ECU?

Both of the lights should be on like that in acc/on, not sure about in running mode.
