RyanT, check out Chet's 'tire questions' sticky. Also, the quick definition is:
Offset: the positive or negative distance(measured in metric) from the wheel centerline to the mounting surface of the wheel. This distance is critical, because it will determine where a tire/wheel will 'sit' in the wheel well. A high offset wheel usually means a FWD application, or a wheel that will be tucked in the fender. A lower offset will place the wheel/tire assy farther outward. Too high(numerically) of an offset(+40, and higher) with a wider than stock wheel may place the wheel/tire assy too close to your suspension, and might rub. Too low of an offset on aftermarket wheel/tires may push the assy too far out, and cause rubbing on the fender.
