umm we need a little more info man like year, engine, miles, history etc. It could be a be timing or something a little as a simple tune up. Have you tried replacing spark plugs, wires, cap/rotor/ fuel filter/ or even change ur air filter? I would do those first then go back.

Some actual test numbers would clarify a bunch

But a common failure on these cars causing it to go way rich is broken injectors and faulty ground at the MAF.

It would have been much better to pay someone to diagnose it properly than throw all those parts at it.

Take it to someone who knows these cars. Obviously your current shop is just guessing

check your ignition system, maf, and your fuel delivery

before you check the above do a compression test first and make sure the engine is in good condition.

your cat will get bad soon because the rich mixture will f*** up a cat.

is the vehicle due for a smog and was it regular smog or test only directed?

Were in So-cal are you lacated? If anywhere near Yorba Linda I know a shop that you can take it too, drop it off and pick it up in a in a day or two and have it passed with out all the hassles of replaced parts., just a small fee. Worked there for 6 years, whole time driving a 91 s13 coupe that should never passed smog......LOL
