Can't help you much but one of my 240s does taht also. Sometimes when i turn the car on they turn on full speed, then sometimes when i turn them on they won't turn off for a while. Annoying.

Replace wiper switch. Located next to the steering wheel on the right side. Where you turn the wipers on and off. Replace it. No need for this to continue.

When I rubbed through my passenger side wheel well harness, this exact thing happened. Check that.
