I have a feeling the wiper motor is bad and it just needs to be replaced, but here's how to do some checking to make sure. The super quick and easy test is run through all modes on the wiper stalk: intermittent slow to fast, constant slow, and constant fast.

Assuming that doesn't work (I suspect it won't) when it's cold and not working, unplug the harness from the wiper motor and touch pins 1 and 5 with 12 volts.

If the arms move, then the motor is good. From there you'll have to start probing the harness and make sure it's getting the proper voltage in the different modes. You can see what to probe and what to look for by looking through the wiper section of the EL portion of the FSM (page EL-173).

Good luck and let us know what you find!
