Wipers won't park

I'm not sure what the issue is. This is on a 91. You can turn the wipers on, but when you turn them off, they will not park in the down position. Same when they are on intermittant, they will not park before each cycle.. they will just stay where you left them.

I have swapped out the wiper motor, the green box under the hood and the timer module by the driver foot kick panel.. all with no results. Any ideas?

The switch is a possibility.
