Wipers not "homing"

So I picked up a black 92' s13 hatch this past weekend and I noticed the wipers worked fine, however when I turned them off they didn't return to their "home" position they just stopped where they were when I turned the switch off. So far i've replaced the little white box under the kick panel on the drivers side and three relays while fixing my headlamps, but with no luck regarding the wipers.And before you flame me for not using the search feature first, i'll save you the time because I have already done so and had no luck.

unbolt wiper arms..and move them to the "home" position..bolt it up tightnow if that doesnt work..might be something in the wiper motor..which i really doubt

I don't see what this is supposed to do, but I did it anyways and no luck.Anyways, I can isolate the problem as electrical because, when I turn my wipers onto a specific speed setting my lights start going up and down. Before you suggest it, i've already checked all my relays. Can anyone make sense of this? I'm out of ideas.
