I never understood the purpose of the rear wiper. A wet or dusty window is still transparent enough to tell whether or not there is someone or something behind you. Maybe a wiper would be handy on a low angled rear window of a hatchback if it was covered with a thin layer of snow and I am too lazy to brush it off, but that's it. Other than that I can see no other reason to ever use it.

I always like to be able to see out a clear rear window.
Not to mention that we're a bit spoilt in Canada, with vehicles requiring daytime running lights. When my rear window gets really messed up, I can't make out anything behind me except for the glow of headlights. If I were in the states, I wouldn't be able to tell if someone is behind me unless I checked my side mirrors.
