Wiper blades moving, but theyre turned off ( S14 240sx )

My wiper blades move by themselves and the wiper switch is off. I changed the fuse and it still does it. It'll start in fast bursts and then slow and randomly stop, so I just took the fuse out completely. AHHHH is there something im missing?

a couple of people have mentioned it is the wiper amp.

thanks. im not sure whats up with it...i put the fise back in after about an hour and its fine now. haha i guess my car was just waving at me.
