Winter Tires Help Needed!

Hey guys, im looking to buy a set of winter tires and wheels. I live in the north-East, so winter snows can be pretty bad. First off, about the wheels, I have read that steel rims rust while alloys are better suited for snow and salt. Is this correct?

Secondly, the tires that I have narrowed it down to are the Pirelli snow carver, Continental Extremewinter, and the Michelin X-Ice. Any suggestions by people who have used any of these?

blizzaks by BF are good tires as well very grippy in the snow.
