will 195/65/15 fit on stock steelies or would they create a bulge on sides? if they did, would the bigger width improve traction a alot?

Well... 195 will be 10mm too wide. I don't know why you'll want to install improper sized tires on rims.

In my experience, more narrow tires do better on road/light snow because the smaller contact surface means there's more weight per surface contact area.

I don't see why a 195/65 wouldn't work. It's barely bigger than the stock size. 10 mm is not a big difference.
