winshiled wiper arm? question/problem

on my 91' coupe i ahve a problem with my windshield wipers/arms. the driver side works fine, but the passenger side only comes up halfway of what it normally should. im not sure of what to do about fixing it. any ideas?

If the driver's side is okay, it's probably a linkage problem. The jumping indicated a binding situation. Pull the cowl trim and see what socket got dropped down in there to get in the way, or to knock the linkage ajar on the passenger side.

What above stated..also the nut on the wiper arm its covered up if it gets loose then it will result in slack=not going up all the way.
