windshield wipers wont stop running

My windshield wipers wont stop running on high and the fuse keeps blowing. I changed the wiper control and it wasnt that the only way to stop them from running is to get it betwwen off and the other two settings. If any one has any ideas

My wipers wouldn't stop and I traced it to a faulty wiper amplifier, which is a relay in a little green box near the clutch reservoir. I never had any problems with blown fuses, though.
