Inspect the part.
Have someone operate the squirters while you put your ear near the washer fluid reservoir. If you hear the motor pumping, then check the lines for kinking/blockages/breaks. If you don't hear the pump operating, check the harness connectors, and break out the multimeter and start testing circuits.

I just re-read the post because I didn't understand the "blue stuff" you referenced until I went out and checked for myself. If you're talking about what I think you're talking about then that's the time delay indicator between wipes of the windshield wipers on the lowest setting.
I believe you have to pull back on the washer lever to operate your squirters. In all honesty, my squirters were never re-installed after I put my replacement hood on many years ago and I haven't even had the washer bottle in the car for the past year, so my knowledge on the subject might be a bit limited.
