All the dirt and dust that blows into your car's interior for the past 18 years also makes its way behind the door panels and starts to gum up the window regulator assembly. If you take each one out you'll find them to be gummed up with dirt filled grease. There's probably nothing wrong with the motors but the regulators will need a good cleaning. You may find the one that runs really slow has a broken plastic retainer on the end of one of the cables.
Take each window regulator/motor out as an assembly, unbolt the motor from the regulator and give the regulator and its cables a good cleaning (toothbrush, simple green, brake parts cleaner) and regreasing (lithium?). When you're done the sliding bar that holds the window should move manually with little effort and reeve the cable smoothly on its drum.
